Elephants to be protected by new law
Ministry wants to ban jumbos roaming cities

The Ministry of Natural Resources and Environment is prepared to push for a draft bill to ban elephants from roaming big cities, so they can really be treated as a national symbol.

Registration books will also be issued to keep records of domesticated elephants across the country under the new regulations.

Noppadol Pattama, an assistant minister, said the draft law aims to protect elephants from all forms of cruelty and torture and to stop their mahouts from exploiting them and subjecting them to overwork.

The new law would not only outlaw the trade in wild elephants, their ivory, carcasses, products and art objects made from their body parts, but also ban imports and exports of the products.

Elephants in the public services and entertainment sector would then be issued registration books showing proof of ownership, details of how they were acquired, the names of their owners, their parents, their main features, their birthplace and their history.

A central registration office will be established to survey and register domesticated elephants nationwide.

Under the draft law, inter-provincial movements of the animals would be banned and a fund would be set up to support elephant conservation and the protection of their natural habitats.

More veterinary units would also be created to treat sick elephants.

Mr Noppadol said registration books containing more details about the creatures will replace the identity cards issued by the Interior Ministry.

Mahouts will also have to shoulder more responsibilities such as providing proper food and shelter to their elephants, he said.

However, he said the law will not cover the export and exchange of elephants. It will only help verify whether elephants are wild or domesticated.

The draft law will be put up for public hearings in Ayutthaya, Surin and Chiang Mai in October before being forwarded for cabinet approval.

Het is soms ontspannend als er een beetje stress/druk/issues zijn om afgeleid te worden met wat lichtere materie.....
